According to government regulations, the 2.5 GHz band in Venezuela is to be used for fixed services only; however, nomadic services are considered to be the same as fixed as the government’s technology neutral stance does not put in place restrictions on portability. The government plans to eventually open up this spectrum for full mobility, but the awarding process for such licenses has not yet been planned.
